The European Bureau of Lesser Used Languages (EBLUL) is a nongovernmental organisation promoting minority and regional languages in Europe. Each year it organises a conference in which politicians, scholars and NGOs from multilingual regions come together. The theme in Friesland 2009 was: "The challenging relationship between transmission of cultures and transmission of languages". The conference was attended by 80 participants from 18 countries.

The programme consisted of lectures and workshops, which had the form of short speeches combined with statements of pre-selected experts. The subjects were: The role of regional authorities in the promotion of regional and minority languages, in which prime-minister Karl-Heinz Lambertz of the German-speaking Community in Belgium presented the report for the Congress of Local and Regional Authorities, written by him; The function of legislation: cultural and linguistic rights; 10 years Language Charter, with the head of the Secretariat of the Language Charter of the Council of Europe; . for Regional or Minority Languages; New trends in formal and informal transmission of cultures and languages, both formal and non-formal.
The speakers were a mix of politicians and scholars, who presented their results in the field of language promotion.

In comparison to FUEN, EBLUL is predominantly focused on languages, and also on small state languages. From its history EBLUL has been oriented more on Western and South-western Europe. The representatives of the network RML2future used the opportunity to exchange views with participants and speakers and to present the network.
